Today, the National Governors Association Center for Best Practices (NGA Center) announced the 2016-17 Governors Homeland Security Advisors Council (GHSAC) Executive Committee, which will include Cal OES Director Mark Ghilarducci. The new executive committee will start their duties by establishing the priorities of the GHSAC for the coming year.

Arizona Department of Homeland Security Director Gil Orrantia will serve as Chair and New Hampshire Homeland Security and Emergency Management Director Perry Plummer will serve as Vice Chair for the coming year.

The full committee includes:

  • Gil Orrantia (Arizona), Chair
  • Perry Plummer (New Hampshire), Vice Chair
  • Mark Ghilarducci (California)
  • Kevin Klein (Colorado)
  • Jim Butterworth (Georgia)
  • John Hill (Indiana)
  • Keith Squires (Utah)
  • Jimmy Gianato (West Virginia)

The NGA Center for Best Practices created the GHSAC in 2006 to provide an organizational structure through which homeland security advisors from each state, territory and the District of Columbia can discuss homeland security issues, share information and expertise and keep governors informed of the issues affecting homeland security policies in the states. The GHSAC works directly with federal agencies to inform the development of homeland security policies and strategies that affect states.

Ghilarducci has served as the Director of the California Governor’s Office of Emergency Services (Cal OES), since February 2012 by Gov. Edmund G. Brown Jr.
