Congress Seeks Accountability on Homelessness Efforts
A congressional subcommittee recently reached out to Los Angeles Mayor Karen Bass, requesting her presence at a hearing aimed at scrutinizing potential waste and fraud within the city’s homelessness response efforts. The chair of the subcommittee, U.S. Rep. Tim Burchett from Tennessee, expressed serious concerns regarding the possible mismanagement of federal funds by the Los Angeles Homeless Services Authority (LAHSA).
The Growing Homelessness Crisis in Los Angeles
In his detailed letter, Burchett pointed out that the homelessness situation has notably worsened during Bass’s administration, especially in areas like Skid Row. He criticized the mayor’s ongoing commitment to policies such as ‘Housing First’ and ‘Harm Reduction,’ claiming they fail to adequately tackle the serious issues of mental health and substance abuse that contribute to homelessness. Burchett warned that these issues are leading to a decline in public health, rising crime rates, and a tough environment for local businesses.
While a spokesperson for Mayor Bass confirmed that the letter was received and that a response is being formulated, there was no indication whether she would be attending the scheduled hearing on September 15.
Controversy surrounding the inquiry was further fueled by Rep. Robert Garcia, a Democrat from Long Beach, who condemned the investigation as a politically motivated attack against Mayor Bass by Trump-aligned Republicans. He accused the previous administration of attempting to undermine homelessness funding in the region, a claim that had been upheld by a federal court. Garcia vowed that oversight Democrats would oppose this partisan initiative.
LAHSA has echoed this sentiment, asserting that they welcome audits and independent evaluations, which have consistently found no evidence of fraud or corruption.
The timing of this congressional hearing coincides with the federal Department of Housing and Urban Development’s previous suspension of LAHSA from accessing federal funds amidst allegations of fraud and mismanagement. This suspension prevented LAHSA from applying for approximately $240 million in federal assistance intended for various homeless services.
LAHSA has countered these actions with a lawsuit, claiming that the HUD’s decision is an overreach meant to enforce specific policies on homelessness that prioritize treatment services over permanent housing solutions. Recently, a federal judge ruled against HUD’s suspension, labeling it as arbitrary and detrimental to public interest.
As the political landscape heats up, Mayor Bass faces a challenging reelection battle against Councilmember Nithya Raman, who has been vocally critical of Bass’s strategies in addressing the homelessness crisis. Despite an overall increase in homelessness reported by LAHSA, Bass pointed out that unsheltered homelessness—those living outdoors or in vehicles—has decreased since her tenure began in 2022.
According to the latest survey by LAHSA, about 45,194 individuals were found to be experiencing homelessness in Los Angeles at the beginning of the year.
Burchett’s letter indicated ongoing worries about alleged corruption within LAHSA, referencing troubling contracts involving key figures within the authority. He has made a formal request for extensive documentation from Bass regarding communications about federal homelessness funding over the last seven years, with a deadline set for September 14.
