A newly released security video from the LAPD reveals shocking footage of officers using excessive force on a handcuffed inmate, Jose Carlos Hoyos-Munoz, in a San Fernando Valley jail. This incident has intensified calls for an independent review of police encounters with individuals experiencing mental health crises.
Details of the Incident
The events unfolded in early July when the 58-year-old Hoyos-Munoz was taken to the Van Nuys Regional Jail. According to police, he became uncooperative and allegedly spat at officers after behaving erratically within his cell. The released footage shows officers confronting him multiple times, during which they struck him while he was restrained.
After he spat, officers covered his head with a hood while he remained lying face down in his cell. Tragically, when the officers returned, they found him unconscious and not breathing, leading to his untimely passing at the scene.
Mayor’s Response and Calls for Change
Following the release of this distressing video, Los Angeles Mayor Karen Bass expressed her sorrow, highlighting the need for reform in how the police handle individuals in crisis. She pointed out the detrimental effects of prolonged disinvestment in mental health services, which have left many Angelenos without access to critical care. “Officers are not trained to handle mental health situations,” Bass stated, emphasizing the tragic outcomes that can occur in such scenarios.
Mayor Bass announced an executive order for an independent evaluation of incidents like that of Hoyos-Munoz, particularly focusing on officer-involved deaths and serious injuries. The aim is to identify gaps in the system and improve police training and mental health support following critical events.
The circumstances leading to Hoyos-Munoz’s arrest began on July 13 when officers were summoned to his family home due to reports of him allegedly stabbing a family member. After refusing to comply with officers, SWAT teams deployed tear gas before arresting him in a state of apparent distress. He was eventually taken to jail, where the sequence of events escalated.
As officers attempted to manage him, they used physical force multiple times and left him restrained under conditions that many now consider inhumane. Initial reports indicated that he showed signs of life for a time, but it wasn’t until later that he was discovered unresponsive.
The Medical Examiner has yet to provide a definitive cause of death while an ongoing investigation continues into the circumstances surrounding both this incident and a separate police shooting that occurred shortly thereafter.
